This is a years' old problem, and will likely be fixed at some future rebuild of the site. Meantime we bump when it happens.
You can tell when it happens if the New Posts page says someone answered, but you can't see the post. On this thread it usually takes five or six bumps to get it to turn. Some threads, maybe once will do it.
