Go check your preferences (bottom of the page, under profile) - there is a choice to show the quote button.
(Gotta say this all seems much easier in Mac.)
I just click on the cartoon and select Open Image in another window from the choices; I copy the url and put it in the reply box. Highlight it and click on the IMG button, and it automatically shows at either end of the url.
Hard part is thinking of a funny bit...
