Blanket = to keep lockdown?

Context:
Chinese Troops Blanket Strife-Torn Western City
Communist Party official says state will seek the death penalty for those responsible for killing the 156 people who were victims of recent riots.

This seems to be more in the sense of "spread out." As in, many many Chinese troops spread out over a strife-torn Western city.
