What does "perfect" mean in "Perfect Stranger"?

A stranger is someone you don't know, although you may have seen this person before.

A "perfect stranger" is a phrase to describe someone whom you have never seen or even heard about, and have no idea why, where or when he/she has appeared.

If I may be so bold; another word for 'perfect' with this meaning is 'complete', as Sullyfish has explained.
