Hwo do you express the idea that the three hundred million US population is equal to the remainder of the Chinese population minus one billion, that is minus a round number?

I think you'd be better off to state it as a factor rather than an offset. The population of China is 4x that of the US or something like the population of xx province is the same as the entire United States.
