New fences make bad doggies?

My neighbor has spent the last two days putting up a new fence between our houses and my normally good natured dog has become quite agressive; not just in the backyard, but out and about on a leash.

It's scary! He growled and barked at a little kid who lives on the block. I can't have that.

He's normally a good watch dog, I want him to be protective at home but non-agressive when he's out so I'm hoping this is just because of the new fence construction.

Is this common?

@boomerang,
I don't think it has anything to do with the fence. Is the dog over a year old? Is he neutered?

Yes and yes.

It just started when neighbor took the fence down. I do think it has to do with the fence.

I've never heard of a change in the landscape making a dog aggressive. If it is the fence I would assume he would calm down once the new look becomes the norm.
