The enclosure of the pejorative word "supine" in quotation marks indicates that the writer is reporting Krauthammer's accusation and does not necessarily agree with it.

The word "supine" in this context can have implications of cowardice or culpable inaction, whereas passivity and non-resistance need not be blameworthy (e.g. as practiced by Gandhi)
