Hillary Clinton has racked up more miles in a few weeks than many of her predecessors as secretary of state did in months, mixing symbolic gestures of outreach with substantive talks.

What does "outreach" mean?

Well, we don't know, do we.?

It could be food, financial assistance, trade agreements, lifting of tariffs, weapons, etc. etc.

outreach means "help" in this sentence.
