I meant to say, China, because of its culture, stayed where it were without moving forward, and were satisfied with what it had already achieved. Do you think the quotation has done me justice.

It's okay, not bad. I suggest two small changes:

Just as a side note, i blame the culture of the Mandarin class for the resistance to change in the Chinese empire.
