How to I rewire a 220/240V outlet?

I have a 220/240V outlet that I need to convert to a normal 110/120V outlet. Is it possible to do this myself? How much, on average, would it cost for an electrician to do this?

Yes is it possible to do this yourself, there is no average cost for an electrician to do this, it's job dependent.

I am an Electrician, fully qualified and fully certified, and nope you would definitely not want to use a transformer for this.

And nope, the line frequency of the transformer is not a function of voltage ratings as you claim.
