Israel never
wanted to part with the West Bank. It's their ancient homeland.
However, they were
willing to part with it for the sake of peace, and they have offered to do so over and over and over again.
IF they are no longer willing to make that offer, it's because the only thing they ever have to show for their trouble is people falsely accusing them of not having done so. That must get pretty tiresome.
That said, I believe that if the Palestinians ever made a credible case that they were finally willing to take the peace process seriously, the Israelis would gladly give it another try.

It does do harm. First, it is a unilateral move that abrogates the Oslo Accords.
Second, it gives the Palestinians hope that if they keep refusing to negotiate, someone will force Israel to give them their state for free. The end result is that the Palestinians are even
less likely to negotiate.
Since the failure of the peace process is entirely due to the Palestinians' refusal to negotiate, Europe is just ensuring that the peace process will continue to fail.
