I know what Region means but that might be confusing (since there is only a line right in between "Ask a Question" and "Start a Discussion.")
Try in between "New Topics" and "Unanswered Questions," on the medium-blue strip at the top of the page.
That whole line is:
Popular Topics • My Topics • My Posts • My Tags • New Topics •
New Posts • Unanswered Questions
(emphasis mine).
It's possible that the placement/ appearance changes according to browser -- I'm using Firefox 2.something.

Huh. I wonder if Vista somehow squeezes things so the Google search lands on top of "New Topics" and "New Posts" and obscures them. On my screen, the Google search thingie is up above the medium-blue line, in the dark-blue section, right after "Ask A Question" and "Start a Discussion" (and lined up with them).

The search bar has shifted up, enough I can see perhaps the bottom quarter of New Topics / New Posts.

With a bit of patience, I can make these buttons work, now.

I use vista and I'm able to see the headings. Google bar is in the dark blue to the right of Start a Discussion and below Izzie :: Log Out :: 394 people online

Can you post a screenshot?
Press the print screen key
Open Paint
In a new paint file paste the screenshot
Save it to your desktop (you may want to review it to make sure you didn't post anything you don't want others to see) and upload to imageshack.us
They'll give you bbcode to post here.
If you can do that it will give me a better idea of what element is being displayed with bugs.
