Is there a website that gives the names of the congresspersons who voted for and against each law?

Is there a website that gives the names of the congresspersons who voted for and against each bill that failed to become a law?

Yes.

The official website for Congress is Thomas.loc.gov (no www)

It only goes back about 20 years. But it lists every bill, bill action and vote in that time period. Use the advanced search to search previous congresses. Each congressional session is 2 years long.
