How should I understand "share with" in the context? Is it correct to say that you must work together with the US Congress in so far as the details are concerned so as to avoid doing something that might lead to misinterpretation of the letter and spirit of the agreement?

It means that each and every detail of the agreement must be given to Congress so that they can assure that the pertinent laws are being followed.
