I think Mr. Hernandez has some cognitive issues. He clearly thinks he's above the law.

Cops also had some posturing to do to embarrass him and take him down a few pegs in front of the ubiquitous cameras by not allowing him the time to put the damned t-shirt on properly. They knew how stupid and demeaning it'd look. They're pissed at him after he destroyed evidence with his security system and his phone. They may have wanted to show him up. It worked. He was made to look like the clown (that he is).

Tom is aging rapidly and soon will be forced to retire due to extensive back and leg problems. The problems with his teeth forshadow other problems as well.

There seems to be some peculiar tension afoot (pun intended). Talk shows were making a distinction between his being cleared by all the doctors in the land and Mr. Bill actually playing him.
