The Central Valley has been in recession for at least three years now; probably four.
The credit/housing problem is only part of the cause. The other is the long string of natural disasters and electrical company thievery the state has had to recover from in the last 10 years while trying to tame a very outdated annual state budget process. It's been a stalemate for most of Arnie's term because he keeps trying to use the people who work for the state government as pawns in the battle between the various factions to apply pressure to the lawmakers to cut spending and revise the budget process.
It has backfired and a lot of people and companies not originally hurt by the credit/housing problem are now also losing their shirts.
