In this context, does convent mean a meeting or the agreement concluded at such a meeting?

It could mean either, but I tend towards the latter.

Convention can mean either a meeting or an agreement, depending upon the context. Although the context here is somewhat ambiguous, i agree with Contrex that in this case, it probably means agreement.

I just thought: it could mean either, and it could also mean both. That is, we need a meeting at which an agreement will be concluded.
