What does the phrase of "passing wind" mean?

To pass wind means expelling air from the bowel.

flatulence. Fart. poo puff. pop off.

a passing wind could be a breeze that lasts only for a short period of time. a gust (of wind).

"Passing wind" is just a euphamism for "dropping ass."
