The full phrase is "dumbing down". It means to make the content simpler, so that more children can pass.

They pass, but they don't get as good an education as their elders.

"Dumbing" is not a proper English word. Arguably, "Dumb" should not be used as a verb. "Dumbing down" is a slang expression- but even in slang "Dumbing" never appears by itself.
