Are you seriously unfamiliar with the constitutional separation of powers??? The president doesn't pass any laws, but, being at the top of the executive branch of government, he can give orders to that branch. The Congress cannot pass a law which intrudes on the powers given to the president by the Constitution any more than he can order them to pass a specific law, or order a court to render a certain decision. Or, rather, they can pass such a law, but it will be laughed out of court as being unconstitutional. I have not looked closely enough at the list that started the thread to know whether any fall in this category, but as a matter of law, this is the truth.
