I know my dog, Jack Russell Terrier is of pure-breed. However, I do not have a certificae to prove that it is a Jack Russell Terrier.
Can I say that my dog is a pidegreed dog?

The term you are looking for a "Pedigreed".
You may know your dogs ancestry but the word "pedigree" means that the ancestry is documented. I doubt anyone would seriously question you if you made the comment outside of some sort of dog show or if you went to breed the dog but technically it would be inaccurate. To be completely accurate you'd need a certified copy of his/her lineage.
Without the certificate, the dog is not deemed to be pedigreed.

You also need to check on the name of the breed. In some jurisdictions they do not accept the Jack Russell terminology.

Three years ago I did some information-gathering about the Jack Russell Terrier because I thought my new little dog, a mixed-breed terrier from an animal shelter, was part Jack Russsell.
I learned that the name of the breed had changed, and it is now Parson Russell Terrier, even though it is most commonly known as Jack Russell Terrier.
