Does it suggest that although Buck was recognized, she was not without some weaknesses in her literary efforts? Or she received criticism from some quarters?

Neither of your suggestions are correct Fansy.

Critical recognition means recognition from literary critics, those who are supposed to read and review literary works and tell the masses whether the work is good or bad.

Critical recognition means the critics approved of the work.

Another associated phrase is: "critical acclaim". It means basically the same but a more intense and loudly proclaimed recognition.
