Then where in the Constitution does it say that Congress has the power to regulate what natural born means? If Congress can say who is and is not a natural born citizen just by passing a law, what keeps it from passing a law that says everybody born in Mexico is a natural born U.S. citizen and thus eligible to be elected president of the U.S.?
