We understand it (Or at least I do) as a "mixed metaphor". One rides out, or weathers, or survives or endures a storm. I suspect that the first of these was in the writer's mind.

To rise above a storm would leave one high in the atmosphere.

Storms mean turbulence which is both uncomfortable and dangerous for aircraft.

Modern planes can fly above the storm, avoiding the buffeting winds.

Of course take-offs and landings are still problems.
