I demand that everyone respect/respects the rules.

I remember reading that either verb can be used although the subjunctive is commoner.? Am I right?

The subjunctive is the "correct" verb form according to grammar books, particularly older BrE ones, but it is gradually falling out of use in ordinary speech and writing. I would say that the ordinary present tense is the more usual usage these days.
