The first ordination platform in Japan was built at the order o;f Emperor Shomu.

Is 'at' correct? I feel that it should be 'by'.

Either one is fine, though "at" sounds more natural to me because it is consistent with similar phrases. For example, it is common to say "at the request of."

Normally when "by" is used "the" is omitted- "built by order of Emperor Shomu".
