I'd like to know what is the English technical term for allowing a foreign TV channel to be watched by local people? Can I say "to allow a Chinese TV channel (say an English Channel) to touch ground locally?

Please give more information about what is to be done. Do you mean an English language TV channel would be made available or transmitted to viewers in a certain area? If so, maybe use those phrases. "Touch ground" means something else altogether, (if it means anythingh at all!)

Probably it's a Chinese jargon in TV circles
Maybe touch ground (luo di) is a jargon used by Chinese TV people.
Maybe some of your TV people use their own jargon to express this idea.
