A partially decomposed body of what seemed to have been (that of) a woman was found on the riverbank last Saturday.

Is 'that of' needed?

It is not necessary. That of is used to indicate ownership, but in this sentence the first of already serves that function.

Previous remarks are correct.

You could write this two ways:

1. A partly decomposed body which seems to have been that of a woman...

2. A partly decomposed body of what seems to have been a woman....
