Smith is (of) the same height as Bob.

Is 'of' necessary or optional?

I wouldn't use it (of). It is probably optional, but don't know for sure.

"X is the same height as Y" is normal usage.

If you say "is of the same height" you could be meaning "is approximately the same height". It's not common to see that.

Your example sentence "Smith is of the same height as Bob" is certainly unusual, but not incorrect as Contrex rightly says.

You may be familiar with phrases like "of the same stuff, of the same material, of the same size", and so on. They are quite common.

In my view it is less common to say "of the same height". The inclusion of the word "of" makes it sound more like an approximation, more like "of a similar size".

As an aside, it is also unusual to see a surname and a first name used together like that.
Better to say "Smith is the same height as Jones", or "Peter is of the same height as Bob"
