The party started at noon. His friends gave him presents. The living room was decorated with balloons and streamers. The table was laden with a lot of delicious food. The living room was decorated with colourful balloons and streamers. The table was laden with delicious food.

Question: Why does the living room look beautiful?
Answer : It was decorated with balloons and streamers.

Is the word 'beautiful' correctly used here?

I think "festive" would be more specifically appropriate to the situation- or maybe "beautifully decorated".

"Beautiful" is okay, but if it were me, and I wanted to really impart a sense of atmosphere, I'd use "festive" the reason being that beautiful is a more generic descriptor- and usually implies some aspect of subjective, visual perception that can and usually does have nothing whatsoever to do with a party or balloons or streamers. Or if it does, it might be something a small child would say in response to a room decorated for a party - "Ooh - this is beautiful" with wonder and awe...I guess it mostly depends on who, in your essay, is asking about the room- that would make a huge difference in what word they would use.
