Neighbors gathered around / over her as she was lying / lay in the middle of the street.

Which verbs should I use?

Yoong Liat, "around" and "over" are not verbs - they are adverbs.

Neighbours (note correct spelling in BrE) gatherered around her as she lay in the middle of the street.

I was concentrating on my own mistakes and lost my focus on the sentence.
