Bill- Like I said, change comes slowly. Sure, from the point of view of an American, it is a lot of bullshit. For a woman in Saudi Arabia, it is a good change.

You misunderstand me. I would agree that any incremental change for the better is good. The part about reporting to police suggests to me that the change isn't real. It's for the press to report a positive change, but includes a warning that you ought not to try it. I do hope I'm wrong.
Bill- Yes, I can understand your trepidation about the business of reporting a woman in a hotel to the police. I think that we will have to see how this plays out, in order to determine whether this is a positive step, or just a lot of hype!
