In Iraq, the success attributed to the surge led by Gen. David H. Petraeus has returned the country to levels of violence no worse than in 2004.

surge : to rise and fall actively

The number of American soldiers in Iraq was made to rise.

In Iraq, the success attributed to the increase in troop numbers led by Gen. David H. Petraeus has returned the country to levels of violence no worse than in 2004.
