If a questioner asks a question, and, after a member replied, can the member say, "I hope this clears your doubt"?

Having doubt about something doesn't mean that you don't understand. It suggests suspicion or disbelief. You can doubt that an answer is correct. But that doesn't mean you don't understand it. It means that you don't believe the person who answered you gave you the right information.

It would be better to say, "I hope this answers your question."
