The boy, who threw the ball into the jar, wanted to get it back.
Are the commas required? I believe they are not required because it is referring to the boy among other boys. If it is clear-cut that there is only one boy and no other boys, then commas are required.
Am I correct?

That is a simple clause which modifies the boy and needs no commas around it.
However, if you wrote,
The boy, who by this time had thrown the ball into the lake, was not able to finish the rest of the game.
there would be commas recommended.
