If the county continues to collect residential trash at current levels, landfills will soon be overflowing and parkland will need to be used in order to create more space. Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trash they create; this charge will therefore protect the remaining county parkland.

i understood this para almost 50%.....rest 50% i dont get because of those bold words ....i tried to get the meaning from cambridge dictionary but it seems the context and the dictionary meaning is not matching up Sad

If anybody tell those meanings in this present context will be of great help.

Definition of County.

A landfill is basically a big hole into which household garbage is dumped. When filled, the area will usually be covered by a layer of earth and grassed, to hide the ugliness of what lies beneath.

A county is usually a smaller part of a country, subject to the national laws of that country, but with a local "government" that takes care of the local administration along the guidelines of the nation's laws and directives.

Yes, it is correct usage.

The word "County", in the statement 'If the county continues to collect residential trash", is a quick and easy way of identifying who is actually responsible for carrying out that duty.
I know that, specifically, it is the men who come and collect the trash who are physically completing the task, but they are either appointed or employed by officials in the County, and are completing that task on behalf of the County.

A more specific, but complicated way of making the same statement would be "If the men who are appointed or employed by the County to take and dispose of trash on behalf of the County, continued to collect residential trash..."

Other similar "simplified" statements would read :
"The County are coming to fix the road next week"
or
"The County ought to put up more street lights in town"

Where are you from, tintin?

If you can translate it into English, how would you say it?

Just curious.
