A sentence in the usage of insuline

Gently roll the insulin bottle between your hands to mix -- do not shake it.
Always draw up air equal to the dose of insulin into the syringe.

What does it mean?
To let the air in the bottle or in the syringe? (I guess the former)

Either you guess wrong, or you do not know what "former" means. Read the sentence again. Guessing can be dangerous where drugs and syringes are concerned!

My wife is a pharmacist, so I know this one. To "draw up" into a syringe means to pull out (or withdraw) the plunger so that air or something else is drawn into the syringe.

U'r so very correct.
But let me explain why I was guessing the bottle. It's because in the end, there would be no air in the syringe, not even a bubble, and the air drawn in should be pushed into the insuline bottle. So even I was wrong with the sentence structure, I was not wrong with the operation.
