what is the meaning of this sentence? thank you in advance!

When a person hurts another, and later is forgiven, both people feel closer to each other.

This is not a very good sentence.

After deep thought I decided that "interpersonal transgression" meant "an act of rudeness" or "a lack of consideration" between two people. Essentially it is an occasion where one person hurts another.

So the sentence "means": When one person hurts another and this person is forgiven there is a renewed closeness between these two people after one person hurts another.

"Interpersonal transgression" is not needed.

This entire sentence sounds like something dreamed up by an academic attempting to sound erudite. Instead, it comes across as wordy and foolish.

It could have come from a psychology textbook or paper.

In fact a quick Google for the text "forgiveness is associated with restored relational closeness" shows that it is found in "Victim and Perpetrator Accounts of Interpersonal Transgressions: Self-Serving or..."
- Kearns and Fincham Pers Soc Psychol Bull.2005; 31: 321-333. It is quoted in plenty of US social psychology course materials.

When one person hurts another, and the injured person forgives, a positive interpersonal relationship is restored.
