It is a 10-minute meeting.
It is 10 minutes' meeting.

In 'a' necessary in the second sentence.

Others might disagree, but i would say that yes, the indefinite article "a" is needed in the second sentence. I wouldn't use the locution "ten minutes' meeting," however.

It is 10 minutes' meeting. (This doesn't sound right to my ear.)

(Under what circumstances would you say "It is a ten-minute meeting"?)

btw, YL, it is not good style to write a number (10) in a phrase like that.
