If you didn't know any Russian why did you offer to give him Russian lessons?
Because I knew that he would refuse/would have refused.He always rejected my offers.'

I believe 'would have refused' should be used? Am I correct?

Would refuse. I knew (simple past) that he would (was inclined to) (at that time) (if they were offered) refuse (Russian lessons).

however,

If I had offered him Russian lessons, he would have refused.
