Congressional Committee Staffs

Does each congressional committee have two staffs, one for the majority party of that house of Congress, and another for the minority party or that house of Congress?

When as a result of a congressional election (or otherwise) the minority party in one (or both) house of Congress becomes the majority party of that House, do the pre-existing members of each committee's minority party staff become the members of the now majority party staff and vice-versa?
