If there are two boys standing under a tree, do we say "Who is standing under the tree" or "Who are standing under the tree" ?

So no matter how many boys are standing under the tree, the question should be 'Who is standing under the tree?' Did I get you
correctly? By the way should it be 'Did I get you
correct?'

It's "Who IS standing under the tree?", but it's "Who ARE they?"... go figure!
