Should ch be pronounced as /ch/ like in chin or /tr/ like in treasure?
I believe it should be /ch/ , because every dictionary says it.
But I wonder why I often hear /tr/ !!; (people say this with their lips protruding )

/tr/ or /chu/ are never correct.
No: in English, the ch letter pair is always pronounced as in chin. "Pair" is a singular noun (it is one pair of letters, not two or more pairs) and therefore the verb of which it is the subject must be singular also.

hm.....I'm chinese, well I speak cantonese and I was born in Canada.
Its suppose to be pronounced as /ch/ as in CHocolate, CHina, CHair, or like what the other person said about "chai" (pronounced CH-uy, rhymes with guy)
