It's a question to which you really, really want to know the answer, almost as a matter of urgency.

A burning question, a question that has to be dealt with immediately.

Of course, eventually, burning questions and situations cool down.

I think a big, burning question is one in which the topic is huge and unresolved - and the question topic itself opens up the discussion.

It often does not even have an answer!

For example: Were there ever weapons of mass destruction in Iraq?

But, I have always heard it as "the" burning question . . .
