Across a broad, cold front of disagreements?-over Kosovo, the expansion of NATO, the durability of arms-control agreements, America's plans for new missile defences in Europe, how to cope with the nuclear ambitions of Iran, and Russia's steely grip on energy supplies to parts of Europe?-Russia and the West have not seemed so much at odds in a decade.

What does "durability" mean here? how long will the agreements last?

Ability to last over a long period of time.

I think it means "strength of" - whether it is strong enough to sustain.
