The plan to put a missile-defence radar in the Czech Republic and a small number of interceptors in Poland, to deal with an emerging threat from Iran, at first sent Mr Putin ballistic.

How is this metaphor use? Is it a metaphor?

He went off like a ballistic missile. The speed and the ferocity of his actions resembled a missile taking off.
