The fax machine is running out of ink.
The ink is running out.
Is the second sentence fine, like the first?

If the intention was to indicate that the macine was leaking ink, you would say the ink was running out of the machine.
"The ink is running out" is less descriptive and could lead to confusion if there was no indication that you were talking about the fax machine.
