It was the time that I saw / had seen a hurricane.

Should I use 'saw' or 'had seen'? I think it should be 'had seen'.

More fragments with no context. Either can be correct.

It depends what you are trying to say, time wise.

I saw a hurricane yesterday. It was the first hurricane I had seen

since arriving in Barbados.
since Monday.
in my life.

I saw a hurricane on the 22nd of August. It was the first hurricane I saw

while I was in Barbados.
in 1996.
during my holiday.

It was the first time that I saw / had seen a hurricane. ('first' was left out in the post)

My reply assumed that you had actually included the word "first". (I didn't noticed it was missing!)
