It argues that even though the Italian authorities may no longer bail out any old bank that gets into trouble, the likelihood of government support for big banks has no changed enough to affect its ratings.

Please help me paraphrase this sentence.

Try "may no longer come indiscriminently to the rescue of banks in difficulties"
