The device moves like flame. Hence, the name "flame bulb".

Is the 2nd part a fragment or a complete sentence. I've seen it written. So I feel it is ok.

I think I would go for a comma rather than a full stop after "flame".
I don't think the comma after "Hence" as included is required at all.

The device moves like flame, hence the name "flame bulb".

I'm open to other opinions on this one.

Fragments are okay too, YL, depending on where in language they're used.
